As the ship's public and private spaces are on a program of continuous repair, maintenance and upgrades, it is expected that they will be in good repair after 50 years. Will There Be A Residents Association? Once all of the residences have been sold out and the ship is delivered, the Four Seasons will be under the control of the RA. The RA will have similar rights and responsibilities of a typical land-based HOA. The RA documents will be presented to buyers along with purchase contracts. What Do The Annual Assessments Include And How Are They Determined? The annual assessments, based on square footage of each residence, are derived from detailed ship operating budgets modeled after the best luxury cruise lines in the industry combined with the experience gleaned from operations onboard other similar vessels. The ship is to be operated as a private club, with all revenues and expenses under the control of the RA. The operating budgets will likely increase in line with inflation, with the exception of fuel, oil, and insurance, which are determined by world markets. The annual assessments cover all ship operating costs, port charges, staff salaries, dry-docking and maintenance. Onboard the ship you will have no additional costs for utilities, real estate taxes, property insurance, club dues, daily maid service, or repair and maintenance of supplied interior furnishings. As is typical with most private clubs, there is an onboard services (food, beverage, spa services) charge account minimum, with any overages charged to your account. How Do The Four Seasons' Annual Assessments Compare To The Other Residential Ships? The assessments are in line with current ship operating costs for other vessels. All costs are a direct pass-through of operating expenses, with a management fee paid to Four Seasons Hotels and Resorts and the vessel's technical/maritime manager. Will There Be A Rental Program? There is no rental program in place for homeowners to rent out their residences. The RA will, however, have the right to approach Four Seasons to consider the possibility of such a program once the developer has sold out its inventory. Will The Ship Be Available To The General Public? No, the ship is an entirely private residential community. Only members and their guests are allowed onboard. Where Will The Four Seasons Go And How Is The Itinerary Determined? The first two years will consist of a fixed itinerary, following the sun, sailing west to many of the world's great places and events. However, the vessel will also visit ports and regions hardly ever visited by other commercial vessels. After the initial two-year itinerary, the scheduling thereafter will be influenced by the residents' feedback including the opportunity to visit major world events as they are announced. How Long Will The Vessel Stay In Port? The ship's slay in port will vary from just one day up to a week or longer depending upon special events. Many of the ports of call have been selected to enable the residents to make extensive overland excursions like safaris in Africa . What About Security? The Four Seasons takes the safety and security of its owners very seriously. Details of the ship's itinerary will not be made available to the public. The ship, which will be equipped with the latest in identity recognition technology to monitor all persons and packages entering and leaving the ship, will also maintain a staff of highly trained security personnel. Whether residents leave their homes for a day, a week, or a month, they can simply lock their doors and go with complete peace of mind. There will be a safe in each residence in addition to safety deposit boxes in the Front Office. Professional security officers, state-of-the-art security systems, and strict visitor policies are designed to create a safe environment for the residents of the Four Seasons. Are The Residences Furnished? Yes, the residences are fully furnished in one of three design schemes: traditional, contemporary or maritime. Each of these will be customizable with a variety of colors and fabrics. What Is The Pet Policy? Owners are permitted to have pets under 15 lbs. Pets must be crated in public areas. The Four Seasons also has kennel facilities on Deck 4 and outdoor walking space on the helicopter deck. Although most nations of the world will allow pets to board and disembark the Four Seasons while in port, there are certain countries that will not allow pets to leave the ship upon entry into their national waters without subjecting them to quarantine. For this reason, owners are encouraged to either leave their pets at home during these legs of the journey, or be prepared to leave their pets onboard. Does The Four Seasons Carry An Onboard Helicopter? Although the Four Seasons does feature a helipad that can accommodate even the largest of civil helicopters, including the Eurocopter Dauphin and the Sikorski S-76, the Four Seasons will not maintain its own helicopter onboard due to safely concerns, port regulations, ongoing maintenance costs and availability during peak usage times. What Facilities And Activities Will Be Provided For Children? The vessel has facilities and programs dedicated for teens and children. On June 12th, the Legislature reconvened for a special session charged with one task...to provide YOU with property tax relief. What resulted were two proposals aimed at answering this call.
In this update I will show you the in depth benefits and the
consequences of these proposals and why I strongly supported one and vehemently
opposed the other.

PROPERTY TAX STATUTORY ROLLBACK HB 1B
For the Fiscal Year 2007-2008, this bill will require counties, cities and special taxing districts to reduce property taxes to 2006-2007 levels. In addition, growth will be limited, in future years, to stay consistant with the growth of Florida's economy. Total property taxes in Florida rose by more than 80% over the past 6 years, while personal income only rose by almost 40%. This rollback and the limits on future growth imposed will help to prevent a rapid spike in property taxes in the future.
School districts will not be affected by this roll back and I am proud to say that I led the charge to ensure that Jackson Memorial Hospital would also be exempt from the roll back. This public hospital is a vital part of Miami Dade County and the most needy will still get the health care they deserve.
Most of the cities I represent will be seeing a 9% reduction in their cities tax base. This is a direct savings to you!

The second part of the property tax proposal and to me what potentially is the most damaging is a constitutional amendment you will see on the January 29th, 2008 ballot.
If approved by 60% of the voters of Florida, the amendment will increase your Homestead Exemption to 75% of the first $200,000 of assessed value, plus an additional 15% of the next $300,000 in assessed value--with a maximum exemption of $195,000. The minimum exemption for all homesteaded property will be $50,000 and qualified low-income seniors will receive an extra $50,000 exemption on top of that.
Homeowners who currently are protected under Save Our Homes will have a one time option to keep your Save Our Homes cap or to switch to the new larger Homestead Exemption.
This plan, I felt, did not go far enough to provide relief to my constituents. There are no provisions to benefit commerical business owners. No provisions to provide relief to non-homesteaded property. And no provisions to benefit renters.
First time homebuyers will benefit the most from this proposal. Those currently feeling trapped in their homes, because of the savings they get from Save Our Homes, will be forced to make a choice. The choice may be more beneficial to them but it will most assuredly be most hurtful to our community.
If this amendment is adopted, local governments throughout Florida will face the loss of $9 billion to $16 billion over the next four years. Such a dramatic cut would decimate local services, from police and fire to emergency rescue. Miami Dade County alone would be forced to lay off approximately 500 to 700 of the some 2000 firefighters who protect us every day.
On top of that, schools will be severely impacted, losing approximately $7.2 billion over the same period.
Many of my colleagues felt that these are small risks worth taking to provide a great relief. I felt it was too many risks to take to provide not enough relief to all my constituents.
The choice is yours!

Planning and Zoning Department
The Planning and Zoning Department enforces zoning regulations. These zoning regulations are called Land Development Regulations (LDRs).
The purpose of the LDRs is to implement further the Comprehensive Plan for the City by establishing regulations, procedures, and standards for review and approval of all development and uses of land and water in the City. Further, the LDRs are adopted in order to foster and preserve public health, safety, comfort and welfare, and to aid in the harmonious, orderly, and progressive development and redevelopment of the City. It is the intent of these LDRs that the development process in the City be efficient, in terms of time and expense; effective, in terms of addressing the natural resource and public facility implications of proposed development; equitable, in terms of consistency with established regulation and procedures, and show respect for the rights of property owners, and the consideration for the interests of the citizens of the City."
The department is responsible to review plans, prepare recommendations, advertise zoning public hearings for site plan review, conditional use, variances, zoning changes, and amendments to the Comprehensive Plan. A zoning hearing application requires Commission approval.
The department also reviews all legal documents such as Unity of Title, Covenants, and Agreements that may be required with each application. Each application is reviewed under the design standards set forth in the Land Development Regulations. In addition, the department reviews zoning regulations for all building permits submitted to the Building Department. This department also reviews and approves Certificates of Use applications.
